Energy Company Obligation Flexible Eligibility

The Energy Company Obligation (ECO) is a requirement for energy supply companies to assist low income and/or vulnerable households to save energy.  Each energy company will have targets to achieve, based on their size.  They can opt to achieve up to 25% of their target via ECO Flexible Mechanism (ECO Flex). 

Eligibility for ECO is usually based around receipt of benefits, however, under ECO Flex local authorities can declare that a household is eligible to receive support due to low income and vulnerable or fuel poor. 

How to apply?

Sefton Council have undertaken a procurement process and identifies four installers (see below) that they will provide Eco Flex Declarations to (subject to the resident being eligible – See last page of application form for more information).

Residents can contact the following companies to progress their application. This will include a no obligation survey for insulation and/or heating works from their identified contractor (depending on what the contractor is offering).  Sefton is only able to determine who qualifies not, what you might qualify for or what is suitable for your home.  The declaration does not entitle you to any grant, that is at the discretion of the energy companies or offering agents, and each offer is subject to home survey (there could be technical reasons why it is inappropriate to insulate or it could be uneconomical to install any works).
