Resilient Network

The Resilient Network is the part of our highway network that is critical for the Borough to operate efficiently. View a map of the Resilient Network.

It contains about 345 km of roads, compared with the whole network of more than 950 km. In accordance with the Department for Transport’s recommendations, we have used the following criteria to identify the network:

  • The part of the network necessary to ensure economic activity is protected by connecting main towns to other main towns, prioritising access to town centres and business parks.
  • The part of the network necessary to ensure access to key services is protected at key locations: e.g. hospitals, emergency services, railway stations, waste sites, Local Authority depots, crematoriums, local dockyards and RAF base at Woodvale etc.

How is it used?

The Resilient Network identifies those areas where priority can be given to minimise the potential impacts of extreme weather on the highway network. This may include the following actions:

  • Additional maintenance work can be used to ensure the highway continues to function in a safe and reliable manner.
  • Prioritise funding for preventative maintenance work which will reduce the future deterioration of the highway, for example, surface dressing works on the A565 in Formby.

How do we ensure it remains relevant?

By identifying the Resilient Network, Sefton Council will be able to monitor the ongoing condition of that part of the network and identify options for early interventions that will minimise the disruption to the network and ensure it is resilient to extreme weather events. The network will be reviewed periodically to ensure that it is still relevant.

Is it related to the Winter Maintenance Network?

Yes, the Resilient Network is a part of the winter maintenance gritting routes which has a defined map on our SIMON (Sefton Interactive Maps Online) system. The winter maintenance network is much more extensive than the Resilient Network as it aims to prevent the formation of ice on main roads, high risk roads and all distributor roads including bus routes.

Is it related to the Liverpool City Region Combined Authority Key Route Network?

Yes, the Resilient Network includes all of the Liverpool City Region Combined Authority Key Route Network within the borough together with additional routes based on local infrastructure and other emergency needs. The Key Route Network is intended to benefit all road users by strengthening the City Region’s ability to govern, develop, manage and maintain a highway network that is safer, has more reliable journey times, smoother traffic flows and lower levels of congestion.
