The Guidance for Local Delivery Partners sets out national and local arrangements which includes establishing local multi-agency bodies with significant scope to set local drug plan priorities.
Accountability was a key theme of Dame Carol Black’s independent review. Therefore, Combating Drugs Partnerships should be visible and accountable for their actions, both to residents and central government. Publication of local needs assessments, plans, and high-level reporting is recommended to demonstrate this.
Sefton’s Combating Drugs Partnership should oversee progress towards the outcomes, with the local SRO having overarching responsibility for local delivery of the strategy; other members of the Partnership will be responsible for their elements of delivery in line with the reporting frameworks and outcomes associated with the funding they oversee.
As drug and alcohol use are so closely linked, Sefton local partnerships will focus on addressing alcohol dependence and broader alcohol-related harms alongside their focus on the use, supply, and harms of illegal drugs.
