Our Future, Our Bootle - Bootle Area Action Plan
‘Our Future, Our Bootle’ is an Area Action Plan (AAP) which sets out a clear vision for the town and the wider area for the next two decades and beyond. An AAP is type of development plan for a specified area. The AAP covers Bootle and parts of Seaforth and Litherland.
The Plan identifies the locations in the town where regeneration and investment are needed and also aims to help to secure the homes that people need and want, good quality open spaces and facilities, job opportunities and approaches to tackle climate change and environmental issues. It will also help support the Council’s ambitious plans for Bootle Town Centre.
On 11th July 2024, Full Council agreed that the Bootle AAP publication version (July 2024) should be published for representations to be made and then submitted to the Secretary of State for independent examination.
The Bootle AAP Publication document and other proposed submission documents are being made available (from 13th September 2024) for public comment in accordance with Regulation 19 stage of The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
How you may view the AAP documents
The current version of the Bootle AAP is known as the Publication Draft. Copies of the following documents will be made available for public inspection from Friday 13th September 2024 until Monday 11th November 2024:
- The Publication Draft Bootle Area Action Plan;
- Supporting Sustainability Appraisal/Strategic Environmental Assessment and Habitats Regulations Assessment documents;
- Evidence base reports and other supporting documents which underpin the Plan; and
- Representation forms and guidance notes.
These documents can be viewed below or at Magdalen House, Trinity Road, Bootle (Monday to Friday 10am to 5pm).
Alternatively, a paper copy of the Publication Draft Bootle Area Action Plan and the associated Policies Map can be viewed at:
- Bootle Library, Stanley Road Bootle (Monday to Friday 10am to 5pm, Saturday 10am to 1pm)
- Bootle Town Hall, Oriel Road, Bootle (Monday to Friday 10am to 5pm)
Submitting representations on the Plan
You may submit comments (known as ‘representations’) on the Plan or any of its supporting documents at any time from Friday 13th September 2024 until 5pm on Monday 11th November 2024. Please note that late representations cannot be accepted.
It is recommended that representations (i.e. comments) are made by completing the Council’s Representation Form with the aid of the guidance note (available below and at the locations referred to above). Representations can be made electronically or in writing by:
- Using the Council’s online consultation portal
- Download the representation form and send it to us
- Email to Bootleaap@sefton.gov.uk
- Post to: Planning Policy Team, Planning Department, Magdalen House, Trinity Road, Bootle L20 3NJ
- Hand delivery to the Reception at Magdalen House from 10am – 5pm Monday to Friday
- Guidance Note to accompany representations form
Your right to request to be notified of further progress
Any representation which you submit may be accompanied by a request to be notified at a specific address of any of the following:
- The submission of the Bootle Area Action for independent examination under Section 20 of the Planning and Compulsory Purchase Act 2004;
- The date of the Examination in Public;
- The publication of the recommendations of the Planning Inspector appointed to carry out an independent examination of the AAP; and
- The adoption of the AAP.

Next steps
It is proposed that in late 2024 or early 2025, the AAP, all supporting documents and any representations received within the representation period, will be submitted to the Secretary of State for Housing, Communities and Local Government. The Plan will be examined by a Government Inspector, with an Examination in Public expected in spring 2025. The Inspector will decide whether the Council may adopt the AAP (with or without modification). The Council anticipates adoption of the Plan in mid/late 2025.
